UAPSG URUGUAY IS GOING TO MEET IN MONTEVIDEO


UAPSG is an international Group. It has no national chapters. But Milton Hourcade is visiting Uruguay and this has prompted a meeting that will take place on March 11.

We’ll report later about this meeting.

So far, we know that Astronomy Professor Dr. Gonzalo Tancredi will report about the astronomical activities at the Sciences Faculty and the "Los Molinos" observatory.

Hourcade has prepared a brief presentation about Things that could be seen at the Internet, with images in Power Point.

Surely there would be a lot of dialogue and this also is goint to be a unique opportunity for the Uruguayan UAPSG members to get to know each other.

El GEFAI es un grupo internacional. No tiene capítulos nacionales. Pero la visita de Milton Hourcade a Uruguay ha motivado una reunión que va a ralizarse el 11 de Marzo.

Informaremos posteriormente sobre esta reunión.

Hasta ahora sabemos que el Profesor de Astronomía Dr. Gonzalo Tancredi brindará un informe sobre las actividades astronómicas en la Facultad de Ciencias y en el Observatorio "Los Molinos".

Hourcade ha preparado una breve presentación sobre Cosas que se pueden ver en la Internet, ilustrada con imágenes en Power Point.

Seguramente que habrá mucho diálogo, ya que ésta será una oportunidad única además para que los miembros del GEFAI de Uruguay, se conozcan entre sí.

G.E.I.P.A.N.

The French G.E.I.P.A.N. (UAP research and information group) has one of the most interesting Web pages dedicated to the study and analysis of the Unidentified Aerial Phenomena that we can find in the Internet.

Regretfully it is only written in French and English.

Among the things that the original GEPAN, later SEPRA, and more recently GEIPAN has produced along the time, there are important publications dealing with different issues of its work and about the UAPs themselves.

El G.E.I.P.A.N. francés, (Grupo de Estudio e Investigación de FAN) tiene una de las páginas Web más interesantes dedicada al estudio y análisis de los Fenómenos Aéreos No-identificados que podamos encontrar en la Internet.

Lamentablemente sólo está escrita en francés e inglés.

Entre las cosas que el original GEPAN, luego SEPRA, y más recientemente GEIPAN ha producido a lo largo del tiempo, hay importantes publicaciones que tratan sobre diferentes aspectos de su trabajo y sobre los propios F.A.N.

COLLISION OF SATELLITES IN SPACE

Following collision of satellites, UN space office calls for preventive steps

The United Nations Office for Outer Space Affairs (UNOOSA) today called all Member States and international organizations to fully implement measures to curb space debris following the collision of an inactive Russian satellite with an operational one from the United States.

“The prompt implementation of appropriate space debris mitigation measures is in humanity’s common interest, particularly if we are to preserve the outer space environment for future generations,” said the Director of UNOOSA, Mazlan Othman.

UN space debris mitigation guidelines call, among other things, for limiting the long-term presence of spacecraft and launch vehicles in low-Earth orbit (LEO), up to some 1,600 kilometres (1,000 miles) above Earth’s surface, after the end of their mission. Such craft should be removed from orbit in a controlled fashion. If this is not possible, they should be disposed of in orbits that avoid their long-term presence in the LEO region.

The inactive Russian communications satellite Cosmos 2251 and the operational US satellite Iridium 33 collided at an altitude of some 790 kilometres (500 miles) above the Earth on 10 February, creating a cloud of nearly 700 pieces of space debris. Space debris remains in orbit for a considerable length of time and poses a risk to spacecraft orbiting Earth.

The guidelines outline space debris mitigation measures for mission planning, design, manufacture and operational (launch, mission and disposal) phases of spacecraft and launch vehicles. Many Member States have incorporated the voluntary guidelines through national mechanisms.

 

COLISIÓN DE SATÉLITES EN EL ESPACIO



La Oficina del Programa de Desechos Orbitales de la NASA ha contado aproximadamente 17.000 objetos de más de 10 centímetros, y calcula que hay más de 200.000 partículas de entre uno y 10 centimetros. Los objetos de desecho mostrados aquí son una versión artística basada en la información de la densidad real. Los objetos se muestan en un tamaño exagerado para hacerles visibles en la escala mostrada. (Agencia Espacial Europea)



Luego de la colisión de satélites, la oficina espacial de la ONU convoca a dar pasos preventivos

La Oficina para Asuntos del Espacio Exterior de las Naciones Unidas (UNOOSA) convocó a todos los Estados Miembro y organizaciones internaciones a aplicar en forma completa medidas para reducir la chatarra espacial luego de la colisión de un satélite ruso inactivo con uno operacional de los Estados Unidos.

“La rápida implementación de medidas apropiadas para mitigar la chatarra es en el interés común de la humanidad, particularmente si hemos de preservar el ámbito del espacio exterior para futuras generaciones” dijo el Director de UNOOSA, Mazlan Othman.

Las pautas de la ONU para mitigar la chatarra espacial plantean, entre otras cosas, limitar la presencia a largo plazo de naves espaciales y vehículos de lanzamiento en órbita terrestre baja (OTB, LEO en inglés), hasta los 1.600 kilómetros por sobre la superficie de la Tierra, luego que hayan terminado su misión. Tales aparatos deben ser sacados de órbita de manera controlada. Si esto no es posible, deben ser ubicados en órbitas que eviten su presencia a largo plazo en la región OTB.

El satélite de comunicaciones ruso inactivo Cosmos 2251 y el satélite estadounidense operacional Iridium 33 chocaron a una altura de unos 790 kilómetros sobre la Tierra el 10 de Febrero, creando una nube de cerca de 700 piezas de chatarra espacial.  La chatarra espacial permanece en órbita por tiempo considerable y plantea un riesgo para aparatos espaciales que orbitan la Tierra.

Las pautas destacan las medidas de mitigación de chatarra espacial para la planificación de una misión,  el diseño, la fabricación y las fases operacionales (lanzamiento, misión y desecho) de naves espaciales y vehículos de lanzamiento. Muchos Estados Miembro han incorporado estas pautas voluntarias a través de mecanismos nacionales.

“STRATAGEM”: THE LAST NOVEL OF JACQUES VALLÉE

“Stratagem” is the last novel written by the prolific Dr. Vallée that once again deals with the UFO subject.(Documatica Research, LLC, California, 2007, 220 pages).

To my great surprise, Colares, in the Amazonian region of Brazil, is the hot spot chosen for the beginning and the end of the novel.

Those who frequently read these pages have been able to know about what happened in Colares during 1977. (See: “Colares (Brazil), Caronia (Italy) A Challenge  to UAPSG Members” – published on September 19, 2008).

Well, something extraordinary happened in Colares to the main characters of this novel, and they develop a plan –the stratagem of the title—to know who’s behind what they experienced.

One of the weakness of the novel is that the stratagem is finally known by too many people, when the intelligent thing should have been to keep it as secret as possible.

In itself, it remembered me in certain way the “Operation Lure” suggested by Donald Keyhoe in his book “Aliens from Space”. 

But the approach here is not mythical and naïve as the one suggested by Keyhoe that expected to attract presumed extra-terrestrials.

Here the stratagem is directed to those guys who appear to have something to do with the UFOs, and try to control the whole issue.

Who are those rude thugs that are even capable to kill someone in order to keep a secret? Whom do they work for? And why they do so?

This serves as a pretext for Vallée who takes the opportunity to share with the readers some other pieces of his ideas about the official investigation of the UFO phenomenon by the US authorities, and by others.

The novel shows how it is possible to create a faked UFO landing, and all the consequences –some of them foreseeable, some of them not— that the event will create, and how it becomes an unstoppable snow ball that runs throughout the world. Exactly what had happened with many “UFO cases”.

And also there is an explanation about what happened in a place near Roswell, which goes not exactly but quite along with what I wrote in my latest book.

I will not say a word about the nature of the strange phenomena seen in Colares, because it would be like revealing who is the assassin in a police novel.

But I cannot end this brief comment without saying that one of the most interesting ideas suggested by Vallée is that the investigation of the UFO phenomenon has been transferred from the official to the private sector. 


And also that the organization that develop such a task with a worldwide scope, has not the headquarters in the USA but in Belgium.
