AOIMAF, AOIMEXEC and the role of the Under Secretary of Defense for Intelligence and Security

The under secretary of defense for intelligence & security or USD(I&S) is a high-ranking civilian position in the Office of the Secretary of Defense  (OSD) within the  U.S. Department of Defense that acts as the principal civilian advisor and deputy to the secretary of defense and  deputy secretary of defense on matters relating to  military intelligense & security. The under secretary is appointed as a civilian by the president and confirmed by the Senate to serve at the pleasure of the president.

In 2019, Congress renamed the office to Under Secretary of Defense for Intelligence and Security or USD(I&S) as part of the FY2020 National Defense Authorization Act.     

 

As the secretary of defense's representative, the USD(I) exercises oversight over, among others, the Defense Intelligence Agency (DIA), the National Geospatial-Intelligence Agency (NGA), the National Reconnaissance Office (NRO), the National Security Agenc (NSA), and the Defense Counterintelligence and Security Agency (DCSA). In addition, the Under Secretary is also dual-hatted, serving as the Director of Defense Intelligence (DDI) under the Office of the Director of National Intelligence (ODNI); in this capacity, the Under Secretary is principal defense intelligence & security advisor to the DNI. With the rank of Under Secretary, the USD(I&S) is a Defense Intelligence Senior Executive Service (DISES) Level III position within the Executive Schedule. [**information taken from Wikipedia].

THE RESULT OF AN INTENSE SEARCH THAT DESERVED TO BE DONE

Given the existence of the UAPTF, we tried to know more about this Task Force and on September 17, 2021, I called by phone the U.S. Navy Commander Michael P. Cody of the Defense Press Operations.

At his suggestion, I sent a letter to Ms. Susan Gough of Public Affairs within the Office of the Secretary of Defense.

Our questions and the reply we obtained from Ms. Gough could be found in our article published on September 22, 2021, on this webpage.

Then, we sent an e-mail to the Director of the National Intelligence, (Ms.Avril Hains) Press Office to no avail

Given the fact that the military side was not ready to simply tell us if there would be a second report to the Senate by the UAPTF, we decided to appeal to the Legislative Body.

Therefore, we filled a form requesting information from the Chairman of

the U.S. Senate Select Committee on Intelligence, Senator Mark Warner, Democrat for Virginia.

Regretfully we didn't obtain an answer.

We continue our effort to get a reply and we filled

a form directed to the Vice-Chairman of the Committee on Intelligence, Senator Marco Rubio, Republican from Florida.

Senator Rubio kindly replied to our request sending us the following letter:

Following the indication of Sen. Rubio, we filled a form requesting the same information to the Hon. Chuck Grassley, Republican Senator fromIowa.

On Monday 15, November 11, 2021, Senator Grassley promised us to get an answer, and on November 30, he was so kind to send us a letter keeping his promise. Here is the document:

Thank you for taking the time to contact me with your concerns regarding a report on unidentified aerial phenomena (UAP). As your senator, it is important to me that I hear from you.

I appreciate hearing from you about the Senate Select Committee on Intelligence, specifically, if the Committee has received additional reports on unidentified aerial phenomena (UAP). The June 25 report regarding a preliminary assessment on UAP was provided to Congress following the enactment of the Intelligence Authorization Act (IAA) for fiscal year 2021. The fiscal year 2021 IAA directed the Office of the Director of National Intelligence to submit a report to Congress within 180 days, and there was not a requirement for additional reports.

You may be interested to know that S.2610, the Intelligence Authorization Act (IAA) for fiscal year 2022 includes a provision directing the Office of the Director of National Intelligence to submit its next report on UAP within 90 days after enactment of the bill and at least quarterly moving forward. Therefore, I do anticipate that the relevant congressional committees will receive additional reports in the future.

As your senator, I will continue to evaluate legislation that comes before the Senate regarding U.S. policies related to UAP.

EL RESULTADO DE UNA INTENSA BÚSQUEDA QUE MERECÍA SER HECHA

Dada la existencia de la UAPTF [literalmente Fuerza de Trabajo sobre Fenómenos Aéreos No-Identificados, que preferimos traducir como Grupo de Trabajo], tratamos de saber más acerca de este Grupo y el 17 de Septiembre de 2021, llamamos por teléfono al Comandante de la Marina de EE.UU. Michael P. Cody de Prensa de las Operaciones de Defensa.

Por su sugerencia, enviamos una carta a la Sra. Susan  Gough de Asuntos Públicos dentro de la Oficina del Secretario de Defensa.

Nuestras preguntas y la respuesta obtenida de la Sra. Gough se encuentran en nuestro artículo publicado el 22 de Septiembre de 2021 en esta página web.

Entonces, enviamos un correo electrónico a la Oficina de Prensa de la Directora Nacional de Inteligencia,Avril Hains, pero fue en vano.

Dado el hecho de que el lado militar no estaba listo para responder simplemente si habría un segundo informe al Senado por la UAPTF, decidimos apelar al Cuerpo Legislativo.

Aprecio escuchar de Ud. acerca del Comité Selecto del Senado sobre Inteligencia, específicamente, si el Comité ha recibido informes adicionales sobre fenómenos aéreos no-identificados (UAP). El informe del 25 de Junio relativo a una evaluación preliminar sobre UAP fue provisto al Congreso luego de entrar en vigencia la Ley de Autorización de Inteligencia (IAA) para el año fiscal 2021. La ley para el año fiscal 2021 dirigió a la Directora de Inteligencia Nacional presentar un informe al Congreso  dentro de 180 días, y no hubo un requerimiento de informes adicionales.

Le interesará saber que S.2610, la Ley de Autorización (IAA) para el año fiscal 2022 incluye una cláusula que dirige a la Oficina de la Directora de Inteligencia Nacional para que presente su próximo informe sobre UAP dentro de 90 días luego de entrar en vigencia la ley y por lo menos cada tres meses en adelante. Por lo tanto, anticipo que comités pertinentes del Congreso recibirán informes adicionales en el futuro.

Como vuestro senador, continuaré evaluando la legislación que venga ante el Senado respecto de las políticas de EE.UU. relacionadas con los UAP.

DoD Announces the Establishment of the Airborne Object Identification and Management Synchronization Group (AOIMSG)

"Today, Deputy Secretary of Defense Kathleen Hicks, in close collaboration with the Director of National Intelligence, directed the Under Secretary of Defense for Intelligence & Security to establish within the Office of the USD(I&S) the Airborne Object Identification and Management Synchronization Group (AOIMSG) as the successor to the U.S. Navy’s Unidentified Aerial Phenomena Task Force.  The AOIMSG will synchronize efforts across the Department and the broader U.S. government to detect, identify and attribute objects of interests in Special Use Airspace (SUA), and to assess and mitigate any associated threats to safety of flight and national security.  To provide oversight of the AOIMSG, the Deputy Secretary also directed the USD(I&S) to lead an Airborne Object Identification and Management Executive Council (AOIMEXEC) to be comprised of DoD and Intelligence Community membership, and to offer a venue for U.S. government interagency representation. 

Incursions by any airborne object into our SUA pose safety of flight and operations security concerns, and may pose national security challenges.  DOD takes reports of incursions – by any airborne object, identified or unidentified – very seriously, and investigates each one.  This decision is the result of planning efforts and collaboration conducted by OUSD(I&S) and other DoD elements at the direction of Deputy Secretary Hicks, to address the challenges associated with assessing UAP occurring on or near DOD training ranges and installations highlighted in the DNI preliminary assessment report submitted to Congress in June 2021.  The report also identified the need to make improvements in processes, policies, technologies, and training to improve our ability to understand UAP.

In coming weeks, the Department will issue implementing guidance, which will contain further details on the AOIMSG Director, organizational structure, authorities, and resourcing."

Incursiones por cualquier objeto aéreo en nuestro SUA plantea preocupaciones para la seguridad de vuelo y la seguridad de operaciones, y pueden plantear desafíos para la seguridad nacional. El Departamento de Defensa considera  las denuncias de incursiones --por cualquier objeto aéreo, identificado o no identificado-- muy seriamente, e investiga a cada una. Esta decisión es el resultado de esfuerzos de planificación y colaboración conducidos por OUSD (I&S) y otros elementos del DoD bajo la dirección de la Subsecretaria Hicks, para considerar  los desafíos asociados con evaluar UAP que ocurran  en o cerca de las zonas de entrenamiento del DOD e instalaciones destacadas en el informe de evaluación preliminar de la DNI presentado al Congreso en Junio 2021. El informe también identificó la necesidad de efectuar mejoras en procesos, políticas, tecnologías y entrenamiento para mejorar nuestra capacidad de comprender los UAP.

 

En próximas semanas, el Departamento emitirá una guía de implementación, que contendrá más detalles sobre el Director del AOIMSG, la estructura organizacional, autoridades y recursos.

BREVE COMENTARIO:

 

No en vano no había noticas del Grupo de Trabajo sobre Fenómenos Aéreos No Identificados (UAPTF), sino que cuando ahora en Noviembre debía presentar un segundo informe al Congreso, surge este documento, donde la UAPTF es sustituida por una nueva entidad.

 

Pendientes de que algo ocurriera, estuvimos a la espera de ello y guardamos el debido silencio.

 

Ahora con este documento se afirman dos conceptos importantes:

 

1) La tarea fundamental de la entidad creada es DETECTAR,  IDENTIFICAR y CARACTERIZAR "cualquier objeto aéreo". Eso está determinado por las primeras tres letras del organismo que se crea: AOI - Aiborne Object Identification, o sea Identifiación de Objeto Aerotransportado.

2) Se mantiene la sigla UAP, por Fenómenos Aéreos No Identificados con particular interés en los casos surgidos debido a la presencia de UAP en zonas de entrenamiento pertenecientes al Departamento de Defensa.

3) Queda bien claro que no existe la mínima mención o referencia a "naves extaterrestres".
